A Research on Citizen E-participation and Government Image Management: Based on the E-ladder Theory

摘要：

Based on the network theory, this paper focuses on the current situation of our governments behavior according to the E-ladder theory. We analyze the citizen E-participation and government image management, and find a number of shortcomings of this field. Then we propose four points of policy recommendations for the management of the government image in the network context: 1) Increase investment in education efforts and improve the quality of Internet users; 2) Strengthen technological innovation and improve the new network to participate in the platform; 3) Continue to deepen government reform and build a service-oriented government; 4) Improve the E-ladder and narrow digital divide.
