Study of the Relation between Labor Shortage and Temporary Employment

Through extensive international comparison, this article analyzes the scale of temporary workers in China and the position of Chinas vocational trends in international spectrum, points out that the percentage of temporary workers in China is abnormally high for this reason that the pattern of employment that fixed-term labor contracts dominate is contrary to the international practice that nonfixed term contracts dominate. The current labor supply and demand situation in China hasnt reached the Lewis turning point. The direct reason for labor shortage is the poor labor treatment, while the fundamental reason for the poor labor treatment is shortage of job security caused by temporary employment. To solve the labor shortage puzzle, efforts should be made along two lines----macro-level and micro-level, to promote the shift of human resource management concepts inside businesses, improve labor contract system, construct logically consistent employment pattern system and make progressive efforts and improvement towards long-term employment and direct employment.
