To Standardize Rules and Strengthen Administrative Ethics for Control on the Misuse of Public Power
Public power is the power given to the public officials by the country according to the law which allows them to engage in public activities. Due to the characteristics of the work of public officials, public power has not only the characteristics of the common power but also its own particularity-- compulsion-determined by the nature of the public administration. The prevention of abusing public power has always been an important issue in the construction of the civil service. A significant solution is to strengthen the system design and establish a set of standard system. The public choice theory and other theories on the system design can provide us with inspiration. Meanwhile, it cannot be neglected to strengthen the construction of the administrative ethic. The design of regulations and the construction of the administrative ethic should be paid equal attention. Otherwise the system worship will arise.
