The Researches on Local Transfer of Rural Surplus Labor in China
In this paper, the concept of the local transfer of rural surplus labor is defined as: the rural surplus labor is engaged in the modernization of nonagricultural industries and traditional agriculture in the county,and the average cumulative time is more than 180 days a year. Currently the local transfer of rural surplus labor in China shows expanded scale; it is mainly distributed in industrial, commercial, catering, construction and transport sectors. The average employment time of the situ transfer is less than exsitu transfer; Local transfer is mainly characterized by transfer in native village etc. The background reasons for this situation, are mainly due to fundamental changes of situ and exsitu transfer in the income gap; upgrading of industrial structure in developed coastal areas; transfer of labor-intensive industries to former labor exporting areas; difficulties of migrant farmers integrating into urban life; and the local concept of farmers etc; The suggestions for local transfer of rural surplus
