Developing County Human Resources in the Process of Overall Planning Urban and Rural Development
Developing county human resources is an important way to achieve the goal of overall planning urban and rural development, since it is beneficial to improving urban and rural labor productivity, to adjusting and upgrading urban and rural industrial structures. However, due to a structural shortage, serious brain drain and waste of county personnel, Chinese counties are relatively short of qualified personnel despite their abundant human resources. This has seriously restricted the development of county economy. At present, in order to promote the countys economic development, human resources development must be the focal point of overall planning the economic and social development in urban and rural areas. Through developing and applying county human resources, we are to promote the sustainable development of county economy.
