And human resources as a decisive factor of development of knowledge economy and promotion of the high-new technological progress, whichls exploitation and management play a determining role whether new high-tech Private enterprise could last. The rapid development of world science technology and new century knowledge economy will change the whole world without doubt. As a pet in the era of knowledge economy, the hi-tech Private enterprise not only has decisive influence to a states strength and international status, but also affect the economical growth and the enhancement of peoples living.
