On the Strategy of the Optimal Allocation of the Human Resources in Science and Technology in Henan Province

As one of the most important forces in the Development of Central China, Henan Province requires substantial HRST (human Resources in Science and Technology ) to support its development. By way of survey and referring to literature, this article analyzes the total quantity and structure of the HRST in Henan Province, based on which the author points out five problems existing in the allocation of the HRST in Henan Province and then advances the corresponding suggestions to these problems from five aspects.
