Pay Restrictions Order Stressed Reformation

With financial turmoil, countries highly paid executives is even more remarkable, since the U.S. introduced the pay limit order, the Chinese government followed this salary management and issued guidance documents. According to the analysis on current problems of administration in the state-owned enterprises executive pay and combining with newly issued Guiding instruction on further regulating the administration in the head of the executive pay of the state-owned enterprise (It will be called instruction for short hereafter), this paper proposed that the emphasis of the effective implementation on limited pay order is mechanism innovation. It emphasizes that to completely achieve the fairness and justice on wage payment to employees, enterprise must speed up the internal reformation on incentive and management mechanisms.
