On Incentive Mechanism of Human Resources at Universities
In China, there exist the phenomena of superfluous staff, out-dated concepts, equalitarianism, negative mechanism and inadequate incentive mechanism, etc. In order to mobilize the initiative of staff, Universities should set up modern personnel managing system based on People First principle, and implement the incentive machismo including assessment, employment, promotion and payment as well.
