Globalization and Australias Higher Education
1 Background The Whitlam Labor government initiated the policy of Australias integration with Asia and the rest of the world in early 1970s, which was shortly blocked by the 1974-75 recession. The following Fraser Liberal government of the late 1970s and early 1980s did little to open the Australian economy to the world and Australia remained a country characterized by “half-capitalism, half state socialism (Pratt and Poole, 1999).
