摘要：

Four Advance is a newer and higher strategic requirement for the current state of Shanghai by central committee and State Council. How to grasp and realize Four Advance becomes the focus work by Shanghai government. The paper talks about the connotation, reveals the essential requirements and investigates the dynamical source of the Four Advance, which is the fundamental way promoting the fast development of Shanghai.
