Talent Development through Workplace Learning in Thailand: The Case of Talent Management of Office of Civil Service Commission

Thai civil service has launched the High Performance and Potential System (HiPPS) as a framework for managing and developing talents. Workplace learning is a key feature of HiPPS. Learning activities are defined in an Experience Accumulation Framework (EAF). The paper describes how HiPPS functions and reviews literature on talent management, workplace learning, expertise development, and developed selection systems. It proposes a research framework for studying factors impacting learning of talents in a bureaucratic and Thai cultural context.
