A large quantity of the statistical figures about the input and output of science & technology are analyzed and researched. It indicates that the input and output have demonstrated a high correlation. To build the science & technology talents team, which matches the objectives of social and economic development, the input of R & D funds should be increased. The government and the enterprise should do their best in the system innovation etc..
