Part I．Introduction： In the age of Neoliberalism,marketization of the higher education sector has been a governance paradigm over the last few decades．Most H．E．Institutions have operated and sought direction through programmed implementation of market—led processes and policies．They have done SO under degrees of state-led encouragement,support or direction。
