China's Grassland Eco-compensation:Evolution and Evaluation
The evolution of China's grassland ecology subsidy and reward policy was summarized from the aspect of policy content.And the effect of the policy was estimated based on remote sensing data and household survey data using case study.Till 2018,133.5 billion RMB has been input in this environment policy to improve the grassland ecosystem as well as herders'livelihood.The grassland ecosystem has been improved during last 10 years while the change was later than policy change and the ecosystem was still fluctuate according to annual rainfall.The household production also changed slightly during last 10 years.Forage purchase became regular during winter.The social economic system has kept increasing after the implementation of the policy and the coupling coordinative degree of social economic system and ecosystem is in a sustainable level.However,there are still many problems to be solved in grassland region.Rented grasslands face higher risk of being overgrazed.Herders don't have many accesses to other income instead of livestock production and subsidies.Four suggestions were put forward for improving the grassland eco-compensation policy including optimizing the grassland institutions by separation of three rights,improving production efficiency by fostering grass-livestock industries,replacing subsidy and reward policy with real eco-compensation policy,and improving the livestock market system.
