The Aspiration and Challenges of ICT Enabled Higher Education in Ethiopia:The Case of Addis Ababa University

  Efficient use of information and communication technology(ICT)has been considered as a key factor for economic growth and productivity for it contributes to knowledge accumulation and technology advancement(OECD 2014).It is believed that the utilization of ICT has the potential to expand the opportunities of education access and to improve education quality.However,most of the research are discussed in a relatively developed context where adequate infrastructure including electricity and internet connection are ensured.As a result,although inadequate infrastructure is identified as a major obstacle for ICT application in education in developing countries by existing research,the fundamental influence of how this obstacle influence the way and the efficiency of ICT application,which ultimately limit the contribution of ICT to education change,is undermined.This research explores the specific situation of ICT utilization in higher education of Ethiopia with Addis Ababa University as the case in order to figure out the challenges to achieve ICT enabled higher education for increasing higher education accessibility and quality in the context of a low-income country.
