Breadbasket or Stockyard? Expertise and the Future of the Kazak Steppe, 1868-1917
For much of its existence within the Russian Empire, the Kazak steppe occupied a liminal position.Incorporated in the early 1730s, it was ruled for roughly a century as a borderland: indirect rule, a few Russian fortresses, and interaction between sparse Cossack settlers and Kazak nomads on roughly even terms.
