I think that the largest significance of One Belt and One Road is that it actually creates a free trade zone without borders.Why I say so? I think that the development of Harbin in the future could be like Secretary Tao said, is more the transition of institutions, and more importantly, Shenzhen shall pass its opening experience to Harbin during Shenzhen-Harbin cooperation.
