The restriction and the role of government in Beijing-Tianjin-Langfang metropolitan area public utilities development-Based on Beijing-Tianjin-Langfang metropolitan area public utilities Case
With economic globalization and urbanization,and the development of urban areas and public utilities,the three cities of Beijing,Tianjin and Langfang attach great importance to metropolitan area public utilities integration development.There are still many constraints in utilities integration development practice in Beijing-Tianjin-Langfang metropolitan area,though some progress has been made after a long time of planning and development of urban areas utilities.This paper,combining theory and practice,put analysis on the main constraints of public utilities sectors in Beijing-Tianjin-Langfang metropolitan area,including public utilities investment and financing system of natural monopolies,public utilities manufacturing operations and benefit distribution mechanism and constraints of information etc.These constraints are reflected in the management within their respective governments of the Beijing-Tianjin-Langfang metropolitan areas,in governments and utilities,in different governments and in public utilities which either in the same city or between different cities.the Basis for solving the problem of metropolitan areas public utilities development is strived to provide through in-depth analyzing the above restrictions in this paper.
