Local Management and Municipal Governance to Produce Grassroots Innovations after the Great East Japan Earthquake
Effective municipal governance is predicated upon local management fully utilizing the local entities and networks to cause breakthroughs in the current situation by conducting strategic development and making grassroots innovations happen. Mutual efforts to create value are the real collaborations. Local development of this type of collaboration is Local Management. It is also necessary to promote innovation in which participating entities take responsibility for risk. Accumulating social capital is needed to support this effort. In order to cultivate social capital it is important to open and share information and to have cooperative experiences. Consensus on resource allocation makes risk sharing more acceptable to the participating entities.
