The Scientific Nature of Experimental Points Selection in China: Criteria and Status Quo--An Empirical Study Based on the Case of Smart City
In recent years, Chinese scholars have carried out heated debates on the failure of policy experimentation. Available research on the failure of experiments mostly focuses on the implement tation of experiments but relatively neglects the selection of experimental points. This paper intends to re-examine the functional failure of experimentations from the perspective of scientific nature of the selection of experimental points. Based on the data from Urban Statistical Yearbook of China (2014), the empirical study takes the 289 prefecture-level cities in the country as samples to examine the experimental points of Smart City from three aspects: readiness, quantity and space distribution. The result indicates that the strategy of experimental point selection lacks scientific evidence, probably caused by local governments pursuit of qualification and the competitive authorization by central ministries and commissions.
