Research on Partner Selection Mechanism and Method of PPP
As the major mode of the cooperation between public and private sectors, PPP project is an effective way to promote the transformation of government function and dispatch resources appropriately. To find a rational mechanism in partner selection is the key to a successful PPP project. With the reference to the related literature and three-stage partner selection model in international projects, this paper takes the PPP project partner selection problem as the subject of research, constructs PPP partner selection index system, uses SEM to verify the rationality and determine the weight of the index system combines the bidirectional projection method to determine the ranking of the alternative partners, and after multi-round negotiation, the best partner can be found by public sector.
