Differentiated Design of Copayment for Healthcare System with Hierarchical Structure in China
Without clear regulation,many patients visit upper-level hospitals even for simple services while more ill patients may encounter denial of care there.On the other hand,lower-level community hospitals are often underutilized for the same reason.We build a choice model to obtain the information on preferences of patients medical-care-seeking behavior and apply the BCMP theory to derive analytical results on performance measures of the queueing network model.Combining the empirical investigation with theoretical results,we build an optimization model to design the differentiated copayment to guide the government to manage Chinas multi-tiered healthcare system effectively.
