1 Background 1.1 The Current Situation of Population Ageing in China The 6th national population census data in 2010 shows that the population of more than 60 years old is 178 million in China, accounting for 13.26％ of the total population, and ranking the first in the worlds elderly population(WANG,2011).Population Ageing is not only a sign of human social progress, but also the irreversible world trend in the 21st century.
