Study on the Integration of Environmental Management System of Fixed Pollution Source-taking the Discharge Permission System as the Core

摘要：

1.BACKGROUND China is accelerating the discharge permit system to be the core environmental management system of fixed pollution source.Through the discharge permit system to promote the implementation of fine pollution management, it should integrate the existing environmental management systems, make the relevant laws and regulations, policy standards, emission reduction targets and technical specifications be clear on the pollution permits of each pollution source, realize the full-life-cycle one-card regulation.
