Evaluation on Chongqings Air Pollution Control Policies
Evaluation on environment policies is an important approach to perfect the environmental policies and improve the effectiveness of governments environmental policies.By summarizing the air pollution control policies in Chongqing city, China, an evaluation framework is constructed to evaluate the target and means of air pollution control policies in Chongqing.The result shows that the air pollution control policy system in Chongqing has been preliminarily established, various problems exist though including imperfect policy objective system and some unsound policy means.For examples, some rules and regulations lack of operability,many administrative means (total amount control and pollutant discharge permit) remain to be perfected, and other problems exist,including inadequate technological support, insufficient application of market means, and single public participation forms.Aiming at the problems, the following suggestions are proposed: Firstly, the government should issue the supporting regulations and systems of Chongqings Regulations on Air Pollution Control to guarantee the implementation of the regulations on air pollution.Secondly,the government needs to improve the system of total amount control and pollutant discharge permit.The fine particulate matters (PMs) and volatile organic compounds (VOCs) are expected to be incorporated into the target of total emission reduction to gradually establish the management system of fixed pollution sources centered on pollutant discharge permit.Thirdly, the government should enhance technological support and carry out researches on the formation mechanism of ozone, establishment of pollution source inventory, analysis of air pollution source and the response relationship between pollutant discharge and environmental quality improvement.Moreover, the government should establish the VOCs control pilots and guides various districts and counties to compile the standards of air quality.Fourthly, the government is supposed to expand and standardize the emission trading market and further perfects the green credit system to establish evaluation and incentive mechanism on environment and air.Fifthly, the government needs to promote the institutionalization of approaches, methods and procedures by which public can protect environments, improve environmental petition and complaint and award reporting systems, and promote the public interest litigation on environmental protection according to laws.
