Chinese PSM Core Elements and Corresponding Measures
with the popularization and application of chemical process safety management in the chemical industry, the imitation and utilization of PSM system in China has become a research hotspot.In this article, twelve elements included in the Chinese PSM system are divided into four stages from the structural point of view and which can also lay a solid foundation for the follow-up analysis.After a careful analysis of the evaluation results for one PSM pilot enterprise in Nanjing, we found some correlation between the results of the elemental evaluation.Small and medium sized chemical plants take a great proportion in China but also the object of chemical accidents, the idea to simplify the PSM system in practical operation is proposed.Based on the previous PSM structure analysis, we can remove the secondary elements to avoid the traditional method that is to analyze all PSM elements one by one.hi the process of concrete analysis, not only the theoretical analysis of correlated degree between elements but also the result of accident investigations are adopted.Finally, four core elements of the simplified Chinese PSM system is put forward, they are Process Safety Information, Process Hazard Analysis, Training and Emergency Management.According to the current applied situation of these four core elements in China, some suggestions are put forward from the perspective considering the correlation of the elements.
