Risk Information Coding Manual for Integrated Product Accident Databases in Japan

  In order to monitor product-related accidents, the major industrialized countries have constructed injury surveillance system and product recall notification system in recent decades.In 2010, Japan Consumer Affairs Agency (CAA) constructed an Accident Information Databank (AIDB) to integrate 12 accident/injury data collection systems run by various ministries and bodies,including the National Institute of Technology and Evaluation (NITE), the National Consumer Affairs Centre (NCAC).These accident/injury data collection systems have different data sources and different descriptive frameworks that correspond to their respective missions.For the sake of easy and quick unification work, the AIDB integration was carried out without substantial modifications to existing frameworks.To make full use of this valuable accident/injury data, however, a new framework for risk description seems to be needed.It must be accessible by engineers and policy planners for data mining purposes, who seek for technical-level design improvement and social-level remedies for accident/injury prevention.According to a study done by Franks, collection and preparation of data requires 70-80% of total data mining time, while analysis takes up only 20-30% of the time.A well-designed, internationally accepted or comparable descriptive framework would therefore save a great deal of time in data mining.This study proposes a coding manual for describing product-related risk information stored at AIDB, and for enabling more substantial integration of individual AIDB-member databases in future.
