Risk Analysis Approach of China High-Speed Rail Tunnel Evacuation Design

More rail and high-speed rail networks are being constructed in China and other countries to connect the densely populated cities. The underground portion of rail network may impose additional fire hazard since the tunnel is normally designed in single bore by-directional traffic to relieve the piston effect of high-speed trains up to 350 km/h in China. In order to quantify the safety level of passenger tunnel evacuation, a risk analysis approach tailored for the China high speed rail has been proposed in this paper.Relevant international and local precedents have been studied to categorize the possible incident scenarios.A comprehensive risk analysis framework with the consideration of historical data, failure scenarios and with the associated possibility of occurrence has been setup. The number of casualties for various scenarios have also been quantified using evacuation simulation software MassMotion and compare with the available safety egress time within tunnel.A 14 km long high-speed rail tunnel with a design speed of 350 km/h has been used as an example to illustrate the application of the above methodology in this paper. The proposed risk analysis framework can be used as a reference for the future high speed rail tunnel evacuation design in China and in the other countries.
