At present, In sake of the domestic inter-regional and inter-city factor mobility, elements compete and the increased competition.Drivers of regional economic development changed from relatively simple policy advantages oriented form factors, into oriented advantages of the formation of integrated environmental factors, administrative efficiency and economic development has become the focus of the foundation, this paper studies the theory, methods of study for Jinan City on empirical studies, And according to the survey analysis, making recommendations for the problems.
