　　In view of the regional soft environment, this paper expounds the connotation and characteristics of regional soft environment and government administrative efficiency.At the same time,it also analyses that soft environment has become a hard conditions in economic development, which is even more important than the hardware.At the same time, environment and improving the government administrative efficiency is one of the most important factors.
