Talent Quality Soft Power is personal characteristics that are able to distinguish the level of performance in specific post and organizational environment;it includes motivation, ability, personal characteristics, attitude and values.Talent Quality Soft Power indicator system in specific post is adding and ordering of common soft power in similar posts and different soft power in this specific post.The features of Talent Quality Soft Power are: not easy to train and develop;talents deep characteristic;be capable of effectively predict high working performance.Method to establish Talent Quality Soft Power indicator system is: be sure about job requirements on hard power such as knowledge and technique etc.via job analysis, job description, task, working background and basic qualifications, then use behavioral event interview to determine the essential condition of Talent Quality Soft Power related to high performance.The method to measure Talent Quality Soft Power in recruitment and selection is to firstly define soft power as specific work behavior, then make measurement by methods of employment interview, evaluation and behavior observation.
