Risk management in the construction of a pilot underground oil storage caverns in China

  Risk management is of critical importance for the construction of underground oil storage caverns. Risks will rise in safety, environmental, schedule delay and investment control for the construction. In this paper, the risk management for the construction of a pilot underground oil storage project in China was presented. The project management, risk identification and classification, risk management responsibilities and risk management processes were introduced in details. The risks in the construction of project were reduced effectively with the project information management system by selecting scientific management modes, project management systems and geological consultation systems. In terms of risk identification and classification, the risks are classified into four types: (1) casualties; (2) economic loss; (3) delay of project; and (4) environmental damage. The probability of accidents is divided into five classes so that the risk levels are obtained. For the risk management responsibilities of the project, the assumed project risks are avoided by defining the risk management responsibilities, carrying out risk management pre-warning and implementing risk control measures. Risk analysis for stability and containment property was also performed using field observations. The project was successful in the risk management with the merits of management and technical measures taken in the construction.
