The Enlightenment of Holistic Governance to Creation of Low-Carbon Communities

　　As a new paradigm of public management, holistic governance emphasizes problem solving.It attaches importance to respond to fragmentation problem rised from the process of new public management reform, so it suits the new characteristic of public management in the digital age.The creation of low-carbon communities lays foundation for the implementation of low-carbon development strategy.It is also an important national measure to control environmental pollution and to tackle climate change.Therefore, it is of tremendous theoretical and practical significance to combine holistic governance theory with the development of low-carbon communities.This paper first gave a review of the basic content of holistic governance theory.Then, an analysis of the fit of holistic governance and the creation of low-carbon communities was also provided.On the basis of the above two points, the author concluded the guidance value and enlightenment of holistic governance to the creation of low-carbon communities.
