Regional Characteristics, Interlocal Agreements and Environment Institutional Collective Action
Theoretically, how the local governmental system realizes the attention to environmental collective action by self-governing mechanism is still very limited under Chinese background.This paper uses Institutional Collective Action (ICA) framework to explore the relationship between the heterogeneity of regional economic along with social characteristics and interlocal institutional collective actions.By choosing the two biggest inter-provincial city zones of China-the Beijing-Tianjin-Hebei region and the Yangtze River Delta region, a comparison of the differentiation in economic, social, political, environment aspects and the diversity of interlocal agreements characteristics of the cities in the two regions is presented.The results prove that the comprehensive differentiation of regional structure has impact on the local government making decision on environmental governance collective action, and the differentiation of environmental governance ability will affect the choice of partners.
