Study on Plights and Strategies of Trans-Department Cooperation in Public Crisis Governance

摘要：

　　Under the background of the increasing complexity of public crisis, multi-department cooperation is an important way to realize public crisis management.And social capital is the medium of the cooperation among departments, whose quality determines the degree of realization of trans-department cooperation in public crisis governance.The stock and characteristic of social capital in China has brought about three problems of legitimacy, validity and responsibility, which has seriously restricted the realization of multi-department cooperation in public crisis management.Therefore, the realization of multi-department cooperation in public crisis management needs to cultivate and integrate the existing social capital.
