Cooperation between Government and Social-Organization: The Selection for the Innovation of the Grass-Roots Social Management from the Perspective of State-Society Relationship
As the reform in China has gradually deepened from the economic arena to the entire society, the combination of big-government-and-small-society is not conducive to the integration of social resources and stimulation of private vitality, which creates the need for innovation of social management.And grass-roots unit is considered as the frontier area where the innovative mode is implemented.At the beginning of the innovation of social management, grid management led to an increase in the administrative costs due to the lack of community participation.It does not promote innovation of social management very well.Therefore the best way to promote innovation of social management is the cooperation between government and social-organizations.The grass-roots government fall into a dilemma from accountability to responsibility, which forced to generate shared interests between grass-roots government and social-organizations.This constitutes the realistic basis of the cooperation between government and social-organizations.The theoretical basis lies on the mutual empowerment and win-win theory of state and society.This paper aims to explore the path of the cooperation between government and social-organizations, by analyzing the current situation where social-organizations participate in the innovation of grass-roots social management in Tian Jin.
