An Empirical Study of the Impact of Modern Public Services on High Quality Employment

  The essence of new ideas and initiatives that serve the purpose of providing government guarantees and improving peoples livelihood is to promote higher quality employment.From the perspective of public services, the realization of full functions of public sectors (e.g., trade unions and society sectors) is the key to promoting workers to accomplish the goal of high quality employment.The present study describes the theoretical basis regarding the internal logic between public services and high quality employment, and uses trade union services as an example to empirically test how the setup of public service organizations would influence high quality employment when ten representative regions are chosen between 2008 and 2013.The results show that trade union services include the number of relevant organizations, vocational training services, occupation introduction services, and regulating services for solving labor dispute purpose, all of which play important roles in improving high quality employment.Therefore, the system of public employment services should be strengthened in the future, and the authors further put forward the countermeasures and suggestions for enhancing the roles of the government in promoting employment and strengthening public service functions.
