On Governments Public Opinion Guidance Mechanism for NIMBY Conflict Resolution in China

　　Along with the constant acceleration of urbanization in China in recent years, the Chinese government has initiated the construction of some NIMBY facilities like waste treatment plant and power plant which may exert negative external effects for the purpose of satisfying the government financial demands and the living needs of residents.However, these projects have attracted the objections of residents living near them and thus led to the occurrence of mass events, posing a new challenge to the public administration of the Chinese government.In this context, the dilemma the Chinese government faces in guiding public opinion in the new media era is explored based on the statistical data of public opinion regarding typical cases.On this basis, government public opinion guidance mechanism which comprises the general mechanism and operation mechanism is proposed to provide references for the governments scientific and effective resolution of NIMBY conflicts.
