Research on Inter-Governmental Interests Coordination Mechanism in the Process of Regional Integration
Currently, along with the deepening of China domestic regional integration, the local government turns to be both a leader and performer in regional development.And the inter-government cooperation has become more significant a factor in the realization of regional integration.With the establishment of market-oriented economy, the allocation of power and interests becomes the essence of inter-governmental relation.At this stage, horizontal inter-governmental relation is first shown in the relationship of interests.This paper considers interests as an independent element and separates it from the whole complex system, focusing on the composition of interests relations, the dilemma of interests coordination, and the building of coordinating mechanism so as to take effect of the synergies of interests share mechanism, interests compensation mechanism, interests constraints mechanism and interests incentive coordination mechanism.The final target is to promote inter-governmental cooperation and to achieve dynamic interests equilibrium of all participants in regional integration which will lead to the regional development as well as overall management of the government.
