On Relationship between Government and Universities in China from the Perspective of Governance

　　In modem society, university as the important social organization has become the center of social activities.The relation between universities and the government has also been an important topic in public administration research.The traditional administrative relation between universities and the government in China has hindered the development of universities and lowered government efficiency.Therefore, according to the logic of governance, the relation between universities and government needs to be adjusted.The government should regard universities as social service organizations carrying out education activities.The relation between universities and the government should be transformed from subordination to the contractual relation.The government should respect the tradition and rules of universities.Besides, it is necessary to clarify the rights and obligations of universities and the government to achieve the balance of government decentralization and centralized governance in higher education management.
