On the Restoration of Local Government Credibility in China Based on Government Performance Evaluation
As the basic foundation for local governments legitimacy and stability, local government credibility is a significant indicator of its credit and the public trust in it.Local government credibility and government performance evaIuation can supplement and promote each other.Specifically, while favorable government credibility can well guarantee government efficiency promotion and the emphasis on benefit and equity, objective and impartial local government performance evaluation supports to increase public recognition and thus the credibility of local government.However, local government performance evaluation in China faces some problems regarding evaluation subject, value,and method as it is still in the developmental stage, which has undoubtedly affected local government credibility.Since government credibility and local government performance evaluation are in line with each other in terms of value goals and approaches, promotion of the former should be based on the right understanding and rational implementation of the latter.Against this background, the dialectical relationship between local government performance evaluation and government credibility is explored on the basis of analyzing practices and theories related to them.Then, problems existing in the current local government performance evaluation and government credibility restoration work and the underlying reasons are studied.Finally, several approaches to government credibility restoration are put forward, including laying emphasis on citizens status of evaluation subject by adhering to peopleoriented evaluation philosophy, enhancing information disclosure to ensure public supervision, and accelerating government transformation and advancing legal system construction to build a public service-oriented, law-abiding, and high-performance government.
