On the Inherent Complementary Relation between Government Responsibility and Government Performance Evaluation in China
The fundamental responsibility of government is to guarantee peoples rights and enhance their wellbeing.As an effective mechanism for government responsibility implementation, government performance evaluation refers to the appraisal and grading of government performance through scientific standards, methods, and procedures to evaluate to what extent the government has fulfilled its fundamental responsibility.It is the inherent demand of administrative restructuring in China to promote government responsibility implementation through improving government performance evaluation.Administrative accountability based on government performance evaluation helps improve government performance through responsibility investigation and supervision, which can further ensure the governments maximal fulfillment of its fundamental responsibility.However, Chinese government faces many problems in its responsibility fulfillment and performance evaluation.Thus,based on the exploration of theories and practices of government responsibility and government performance evaluation, the inherent logical relation between them is elaborated theoretically.Then,problems facing them and the underlying reasons are explored.Finally, countermeasures are proposed to solve these problems through studying the inherent complementary relation between the two.
