A Framework of Government Service Outsourcing: Crowdsourcing Based on Mobile E-Government

　　Building an efficient and clean government and improving the level of public service delivery are important goals of political restructuring in China.With the rapid development of mobile E-Government, the introduction of innovative crowdsourcing mode in public service supply is analyzed.Then, major components of this mode are explored, including crowdsourcing platform,outsourcer, contractor, and payment mode.On this basis, public service crowdsourcing model is constructed and elaborated by applying public service value chain analysis method.As the preliminary work of public service crowdsourcing, construction the model of public service crowdsourcing based on mobile E-Government lays foundations for the Chinese governments reform and innovation of public service delivery.Further, a crowdsourcing case in Chengdu City, Sichuan Province is briefly discussed.Finally, directions for further studies on public service crowdsourcing are proposed.
