Empirical Study on Influencing Factors of Public Participation Willingness in Public Policy Processes in NIMBY
According to theory of planned behavior and theories of the policy process, a theoretical hypothesis has been proposed.Through questionnaire method, together with paired samples T-test,correlation analysis and regression analysis, this paper discusses the different public participation willingness in policy process and key influencing factors that cause the differences in different stages of the policy process.The results showed that: In NIMBY, as for the public participation willingness, there is significant difference between stage of policy-making and stages of policy implementation and policy evaluation while there is no significant difference between stage of implementation and stage of evaluation.Attitude toward behavior has a significant positive correlation with the public participation willingness and it is a key influencing factor of public participation Willingness.In addition, subjective norm and perceived behavioral control have significant correlation with public participation willingness.
