Impact of Regional Variations on Local Governments Purchase of Public Services: Case Study of Guangdong and Yunnan in China
The main purpose of this paper is to explore the impact of regional variations on local government purchase public services content.China has vigorously advocated the government purchase of public services from social organizations.Based on this background, we further explore what factors affect government purchase of public services at local level.An empirical analysis is conducted to analysis the content of public services purchased by local governments in Guangdong and Yunnan provinces in China.The results showed that the contents of public services purchased by the two local government are different.The level of local economic development, the local GDP, CPI and government budget all have an impact on the public services purchased by the local government;differences of natural environment, such as neighboring countries and disaster frequency, also affects the demand for local government purchase public services; the competency of social organizations determines whether they have the ability to take over the public services.Furthermore, we find that preferential policies and financial support given by the superior government can stimulate the local government purchase of public services from social organizations.
