Administrative Legal Safeguard Research on Emergency Management of Chinas Catastrophic Risks

摘要：

　　Catastrophic risks may bring unprecedented damages to human beings.Its low probability of occurrence, burstiness and huge harm catch the attention of the public.In response to sudden disasters, compared with the Civil Law and the Criminal Law, the Administrative Law boasts greater advantages.The emergency management of catastrophic risks needs perfect the Administrative Law to guarantee.Chinas current administrative legal safeguard on emergency management of catastrophic risks still has many problems and it needs urgently to be further perfected by revising and constructing the catastrophic risk precautionary principles from the concrete administrative legal system,strengthening the administrative legal system construction on emergency management of catastrophic risks, building a professional catastrophic risk emergency management agency, establishing public participation mechanism and communication mechanism for catastrophic risk emergency management,and setting up a resources safeguard mechanism for catastrophic risk emergency management.
