Public Sectors Human Resource Management Strategies from the Visual Angle of the Emotional Labor Theory
As manufacturing-based economy has been transformed into service-based economy in the economic field and control-based administration modes changed into service-based governance concepts in the political field, public sectors attach more importance to service quality and customers degree of satisfaction instead of efficiency.Emotional expression and self-management have increasingly become an integral part of public servants work.Emotional labor management also becomes a new content in public sectors HR management.From the visual angle of the emotional labor theory, public sectors should employ employees whose personal characteristics highly match job requirements so as to effectively prevent or reduce employees possibility of emotional disorder, job burnout, or even quit.During routine work, public sectors should improve employees emotional labor skills and strengthen employees ability to manage their emotions by means of systematic development and training.Meanwhile, they should set up an emotional labor-related assessment & incentive mechanism to enhance employees sense of psychological happiness and self-efficacy.
