On Mass Incidents Caused by Environmental Issues in China and the Countermeasures

　　Increasing occurrence rate of mass incidents is a hot topic in contemporary China, and the issue related to environmental protection has been an important factor triggering the occurrence of mass incidents.Thus, an in-depth analysis of root causes of mass incidents caused by environmental issues is made.The causes are shortage of environmental public goods determined by Chinas current development status, lack of institutional guarantee for the supply of environmental public goods,defective government-led environmental public goods supply mode, inadequate ability to satisfy public demand for environmental security, insufficient supervision over environmental public goods supply,and weak awareness of environmental risk prevention.On this basis, the countermeasures are proposed for these problems.They are adhering to certain principles in settling mass incidents caused by environmental issues, improving legal and institutional system for environmental public goods supply,highlighting the governments responsibility as statutory subject of environmental public goods delivery, enhancing diversified environmental public goods supply by improving the publics ability to participate in environmental public goods supply through channel expansion, and establishing scientific performance management and accountability systems and improving the risk prevention mechanism.
