On Factors Restricting Social Management Innovation in China and Approaches to Its Realization
As China is in the transitional period, the rapid economic and social development has brought about profound changes to its original social and economic structure.This change brings both opportunities and challenges, highlighting social contradictions, and complicating social interests.As various social problems emerge endlessly, the traditional social management philosophies, systems,and modes cannot meet the requirement of economic and social reform.Thus, it is urgent to improve the social management in China.From the perspective of government function transformation, the factors restricting the innovation of social management are analyzed.On this basis, approaches to the realization of it are put forward, namely changing management philosophy, vitalizing public participation, enhancing institutional construction, transforming government functions, and cultivating social organizations actively.
